Lawyer and their duties

Dear Experts,

 

Assuming that a particular person going to a lawyer,  is that lawyer's client, does that particular person come under the purview of a "Consumer".

Therefore, 

Can the lawyer be taken to the consumer court for wanton shortfall in duty?

How can we take sue the lawyer for taking fees and not wholeheartedly doing what he is supposed do?

What is the code of conduct for lawyers?
