Lease agreement

I am a owner of a tenanted building in Mumbai. There are certain rooms lying vacant in the said building. A a landlord of the building I would like to lease them out on rent. Under what clauses of the Maharastra Rent Control Act should I enter into with the prospective person who would be interested to take the premises on rent, but if he / she fails to vacate the said premises after the expiry of the term of the lease, then I would be able to have him / her vacated the said premises by the order of COMPETENT AUTHORITY. I do not wish to approach the  SMALL CAUSES COURT for necessary orders if any such situation arises. And where is such COMPETENT AUTHORITY LOCATED. IF ANY,

Instead of lease, why don't you think of LEAVE & LICENSE?

LEase or Leave & License, the problem remians the same. DO not wish to go to SMALL CAUSES COURT if have to.
