Lease deed

a lease deed has been signed between a govt department and one organization. Though the lease deed has been signed by the secretary of the department on behalf of governor, the approval for same has not been obtained by the Department. In such circumstances, will the signed lease have a legal standing? please suggest.

No signature on deed means it is invalid deed. Such deed have no effect in eyes of law.
