Leave for third party contract

Hi

The company I work with falls under the Shops and Establishment purview. Now I need to understand what are the laws for third party contract employees. We have put 2 employees working in the facility team under a third party contract. They are on contract from october 2011 and the agency is now paying them directly. I wanted to know what are the rules of leave for them? how many leave are they entitled to. The agency has told me that they will be given 21 days leave. is that correct? Can someone send me or refer me to some notification which says that we have to give employees who are now on third party contract 21 days leave. I have asked the agency to give me the breakup of 21days which they have not yet provided me with. I would like to know how much of PL, CL and SL has to be given.

These employees are the office boys and housekeeping guys.

The Shops & Establishment of each state prescribes a different slab for the annual/other leaves. Please provide the state where your office is situated
