Leave without medical certificate

"The authority competent to grant leave may, in its discretion, waive the production of a medical certificate in case of an application for leave for a period not exceeding three days at a time. Such leave shall not, however, be treated as leave on medical certificate and shall be debited against leave other than leave on medical grounds", - What does this bolded sentence mean?

Can a person take commuted leave for 2 days without medication certificate?

It has only one meaning and that is in the bold statement.

The medical certificate is required to apply for Medical Leave for more than 3 days.

However if leave is < 3 days and medical certificate is not provided it shall not be debited from a/c of leave on medical grounds.

Pursue the clauses on Medical Leave carefully.
