Leave without Pay

My wife is working in primary education department in rajasthan and we have two kids. The elder one is 9 years old and younger one is 8 months old. Till now in Rajasthan, the Government has not taken any decision regarding CCL but to take care of child my wife want to opt for leave without pay for 2 years. My question is can she opt for LWP ? If yes what is the procedure and will it affect the continuity of the service.
