Legal course of action

Hi,

      I intend to buy a resal flat in the Chinchwad area of Pune. I have done the agreement to sale of the said flat and now want to go ahead with the purchase, but the owner, after taking the initial Token, now says that the registration will be done only when the payment is made by the bank and the bank says that it needs the Sale Deed document to disburse the cheque. what should I do? Also if the owner refuses to sell the flat at this point,  what legal action can I take? Is there any option for that?

Registered agreement to sale document is enough to submit to the bank. After registration of property, you have to handover sale deed to the bank. You convince to the bank authorities.
