Legal title

A sold property to B and appointed X as  power of attorney (registerd). Agreement to sale is between A & B (As B paid cost of propery to A, unregistered document on stamp paper). 

my querry is  if B can sale or gift the property to C or not?

1. X is also related to B

2. POA is irevocable

3. B dont want to give property to X.
