Legal validity of a collabration agreement with a builder

I wanted to know the validity of a "Collaboration agreement" entered with a builder on e stamp paper attested by notary. Can you please help me know legal validity of this document. Can i pursue legal options in future if the builder does not does construction as per terms mentioned in the collaboration agreement. I have checked in the local sub-registrar's office (where documents relating to land are registered)and came to know that sale and partition deeds are registered but collaboration agreements are not registered and that the collaboration agreements are notarized. Do notarized collabration agreements done on estamp paper hold any validity.

yesit is a valid document, in case any party goes to the court then, the said party needs to pay defecit stamp duty and register the document for making it admissible document in the court.
