Lessor/owner untraceable

We are on a long lease for 50 years. We not want to go in for redevelopment. The Lessor/ Owner and his descendants cannot be found for the past 25 years . We need to issue a summons against him/heirs . How can we do it ? Can we issue summons by publication in the newspaper ? What is the procedure ? Will the court allow it ?

yes. you have to obtain order from court for redevelopment .

if you can findout 2nd or third family legal heirs , that also can be done.

but they have to  obtain letter of administration from court.
