Licence for small scale handmade soap manufacturing unit

I have a handmade soap production setup. I cannot call it industry because handmade soaps could be made without any industrial or lab setup with minimal equipments. Since I don't require an industrial setup, could you suggest how could I acquire my GMP licence? I don't want to incur huge costs at the beginning when I actually don't require it at the moment.
