Lift transformer charges

Hi Team, I recently purchased a independent floor from a builder. I have got the registry of the floor and made all the payments to the builder however, at the time the Lift was not operational however, installed. The builder told me that the Lift will get operational in next month due to annual maintenance charges with Lift. Now, he is saying that you have to get the meter installed along with have to pay the transformer charges of 1,00,000 for lift to be equally paid by all the floor owners. Can this be classified as Fraud? Could you suggest what actions I can take in this situation? Can I file a case in consumer forum against the builder for fraud?
