LLP Agreement

Tks, Mr. Nirav Pankaj shah. It appears from the recitals  of the agreement that registration of the LLP should precede the agreement between the LLP and It's partners(the words 'agreement between -----, a company registered under the company's act etc... suggest that LLP company  should be registered prior to the LLP agreement.) However, under  the  terms of the agreement, the partner/s agree to carry on business in the name and style of .............

If registration of LLP precedes the agreement, who shall take steps to register it, and what is the relationship  with respect to the LLP of the person who is taking steps to register it with the register of companies? Would you please guide me?
