local tax

sir, I am a resident of uttar pradesh. I have a question that i am doing business and have a shop of my own sir i want to knw is it right to imply house tax (shop)@7% of total rent p.a water tax @7% registration charge(agreement) @ 10% income tax also if am earning 15000 *12 =1.8lakh p.a am giving 24%= 43200 to govt. I dont think that such high rates for local tax should be there. And water tax is of no use..coz we have no use of it..if we use the also the rate of 7% is never acceptable for it. I want to know that we can do anything to stop giving tax or minimixe it
