In the departmental proceeding, can a FIR be filed without quantifying the LOSS. What is the loss and how the loss has occurred and what is quantum of loss etc., is necessary for filing FIR or just say that employee has misappropriated the money.
can any one explain?
In such cases what is the remedy available for the employee.

Yes FIR may be lodged. Real loss can be quantify by investigating agency in investigation.
