Loss of agreement

i entered into an agreement to sell for a house with an individual. 

all the payments for the house were made through cheque and one payment was made through cash for which the receipt is there. 

all other documents have been misplaced and the seller is also disputing the sale price now. i have asked for a copy of the agreement from the seller but he is not providing the same. now i have asked him to transfer the property to my name and take all the balance payment as agreed but he is now asking huge money from me. I am not sure if the original documents are with the seller or they are genuinely misplaced..

i want to approach the police for fraud and cheating.. can i do that.. what alternative do i have for the documents not being there with me.
