Autonomous body employees consequent upon Govt approval are eligible for MACP. In this connection, I request someone to please clarify whether the existence of MACP provision in particular AB is required to be included in the statutory service rules of this autonomous body. Is there any such pre-condition in the OMs/Govt orders of MACP. In other words, whether the MACP can be denied stating its non-existence in service rule.

MACP is not a staututory right even in govt. It is administrative right.
