Maintenance charges levied by builder/ developer

I own a flat in a housing complex in Pune. The builder is still in the process of handing over possession of all the flats. Presently around 40% of the buyers have taken possession and only 25% are actually living there. Until all the flats are handed over (which may take another 6-9 months) we will not get the conveyance and therefore we cannot form a Society.

Meanwhile, the builder/ developer is managing the affairs and is charging around Rs. 2.50 per sq. ft per month as maintenance charges, which were initially collected for two years at the time of possession and thereafter on a monthly basis. Recently the  builder has notified that the charges will be raised to Rs. 5000 per month (doubled) per flat. We are not shown an account of expenses nor have any say in the matters.

There is an ad-hoc committee of residents who interact with the builder's CRM (customer relationship management) but they do not have any powers. What is the legal recourse for us till the Society is formed? Is there any lawyer in Pune (preferably in Hinjewadi/ Aundh/ Baner area) who could help?
