Society or association of apartment owners has not been formed so far due dispute on type of body the builder has unilaterally chosen. So far, the builder has collected contributions as per agreement of sale and maintained common amenities. The builder is now threatening to stop colecting funds and maintaining the complex. Can he do so before formation of a society and handover?
