Making of will on white paper - reg.

Respected Advocates,

Please give your valuable advise for the following query :

My cousine's mother had a 200 Sq.yards residential plot worth about Rs. 1 Cr, in her name. Lately, she passed away,  4 months ago, without making any will regarding the above said property.

My cousine has  a father, 1 elder brother and 2 elder sisters and  all are leagal heirs for the above said property since no will was made.

But, my cousine's elder brother is having a blank white paper with him which was signed by his mother 25 years ago, and the signaure is tallies with the then Bank records.

Now, he tries to make a will on the blank white paper which was signed by his mother 25 years ago,  to get the above said property transfered in his name.

Can my cousine's brother get the property transferred in his name by making  will in his favour on the blank white paper signed by his mother 25 years ago?

If so, what action my cousine has to take to get his share back in the above said property?

Please advise.

Sir, my cousine's elder brother planning to write will on the blank white paper which was signed by his mother 25 years ago duly taking his friends signatures as witnesses
