You can do a couple of things:

1. File a criminal case of cheating against him u/Section 415 IPC before the Magistrate's Court/Sessions Court in the state/district where you and he jointly lived previous to his going abroad. As this is a cognizable offense, it may be that your area Judicial Magistrate (First Class) will issue summons to the police station or equivalent Court within whose area your husband is working abroad. Foreign courts are legally bound to oblige with the order and deport your husband back to India for trial as public international law permits it. 

2. Consult a lawyer when doing so. You can approach the various Bar Associations in your state for legal advice. Its your legal right to claim legal aid.

3. Inform both your cheating husband's company as well as his girlfriend's company about what has happened.

4. Get in touch with the Indian embassy in the country where your husband is working (ie if if is America, the state where your husband is working etc) and get your lawyer to draft and send an application containing all facts leading to his cheating you. I think the MHA has strict guidelines on such matters.Will chk n inform u further if I find anything.

5. Play it safe and pproach the State Women's Commission for help. Ask them whether they are willing to take up your case suo motu; i.e. whether the State Women's Commission will take up your own case as if it had filed it on its own.
