Mathadi act applicability to break bulk handling port

The Mathadi Act of 1969 is applies to the unprotected employees. The Supreme Court in a recent Judgment pronounced in the year 2011 says that it had uphelp the applicability of the Mathadi Act to Industrial units, but also interpreted the meaning of unprotected workers  to include all manual workers employed directly.
