Minimum time restriction on obtaining a certified copy

HI

I would like to know whether there is any minimum time restriction on getting certified copy from district court.

Recently we filed a civil case (a property dispute) in a district court and we submitted original land registration document along with few other original documents. We have not got any acknowledgement from court on this. We were told that we can apply for certified copies from court ( in case we need to prove to any government agency that we have submitted these documents to court).

The case is scheduled for hearing in next month. Meanwhile when we tried to apply for certified copies the court clerk told that they can't provide the certified copies now as the case is not yet came for the first hearing and only after the first hearing we would be able to apply for such copies. 

Please confirm is this the normal scenario. We are confused.
