minimum wages

The revision of central minimum wages circulated by the CLC(c)/RLC(c) states that if the minimum wages declared by the state govt where the cental organisation is situated, then the employees are to be paid the state minimum wages.

My querry is whether the CLC(C) has the power to state such provision?

Is it not amount to amemdment of provisions of law, which he/ she do not have power?

According to you which provisions of law would stand amended when the CLC(c)/RLC(c) states that to the employees of Central Organization, the minimum wages declared by the State has to be paid?
