misuse of official power

sir I am victim of using a fake patta certificate by a land graber I have filled a complaint to MRO with documents evidence and court orders which proved that he is creating and using fake patta certificate and grabbed my property and as well govt property After my complaint MRO had directed revenue inspector to enquire and file reports.revenue inspector after through enquiry had filled report that he had grabbed my property and government property by creating and fabrication of fake patta certificate and his son is working in Collecter office and also using a fake patta certificate and his family are in possession of seven house with all fake patta certificate after several reminders to MRO he filled a police complaint. police officer have five notice to MRO to give evidence but he didn't give any evidence or statement then police officer closed the case as lack of evidence pl advise me can I file a case in criminal court making revenue and police officer and land graber as accused
