Misuse of public money

In a locality, There is one small Community hall where every year Durga Puja is celebrated by the help of collecting donations from each & every people of that locality & surplus fund is deposited in Bank a/c. One construction committee has formed consisting of Few People. Now they are constructing temple but it has only 10% completed and work is stopped, but materials stored are now damaged due to the negligence of Construction committee & few materials stolen due to no boundary and was lying in road side. Now , is there any provision of law , so that I can pressurize the member of the construction committee for wasting of Public Fund and material for there negligence.

Dear Paul,

Your query does not relate to misuse of public money by any member of the costruction committee. Rather, your query relates to merely waste of public money and non-discharge of duties and responsibilities by the members of the construction committee.

That problem can be solved by calling for a meeting of the community and directing the committee members, either to discharge their duties properly or to resign. The community members can also form a new construction committee by electing some honest volunteers. Otherwise, if the work has been stopped due to some other problem, like shortage of funds, either raise funds or dispose of the building material with due consensus of the community members.

this is how people make money by hook or crook during festivals through committees... being advocate instead of asking, you need to suggest how to fix responsibility on each committee member by giving police complaint and suit in the court for damaging funds in the concerned society... ask the bank for account holder details and then proceed for filing suit under society act... and fix criminal and financial liability on these committee members... its not charity or service to public it is a loot under public domain by way of wastage..

I tend to look at this through the eyes of Sh. Dhingra for the following reason:

Temple money was, is, will be temple money. God has divinely ways of causing justice. So, what appears is not everything. The person/s who swindles God will incur God's wrath. Leave it there.

But, yes, now that theft and swindling has come to notice, steps have to be taken. Chaning the person incharge, increasing the vigil and all the more, stocking only those materials and specified quantities that is necessary for the next day/task on hand and such prudent managerial aspects will do the job. Why go in for a court litigation on this?
