Why is no time limt defined for money suits?

There's no time limit specified in the civil procedure code for disposal of any civil suit.
Vishesh K Sapra (Advocate Delhi High Court and Supreme Court) 22 February 2025
In India, there is no fixed time limit for the disposal of a money suit under the Code of Civil Procedure (CPC), 1908. While the Limitation Act, 1963 prescribes a three-year period to file a money suit (from the date the debt becomes due), the actual duration of proceedings depends on multiple factors, including court workload, adjournments, procedural delays, and appeals.
The lack of a defined time frame often leads to prolonged litigation, sometimes lasting 10-15 years or more, causing a backlog of cases. Though Order VIII Rule 1 of CPC recommends a 30-day limit for filing a written statement (extendable to 90 days), there is no strict deadline for concluding the trial.
To tackle delays, courts follow case flow management rules and recent amendments encourage faster disposal, but enforcement remains inconsistent. The judiciary is working on digitization and alternative dispute resolution (ADR) to expedite cases.
