Morgage noc by cidco

HI Team, I want to transfer my home loan to another bank with top up. Now everything is done but i came to know that my bank is not registered with the Cidco registered banks. Cidco may not issue the NOC is bank is not registered. Is there is any alternate document / process OR way? Kindly help. Munish
