Mro cheated us...plz help

we hav a land in AP which is an ancestral property.
present legal heirs are me and my brotheer.
i hav filed a partionn suiit in district court and got a
stay order on survey no. xxx
(stay order date: feb 2010)

but my brother approached MRO and got mutation orders
in his favour. At the time of written arguments i hav
said to MRO tht "ther wass a stay order in district court".
but still MRO passed the mutation orders.
(MRO order date: aug 2010)

I hav appealed to RDO on the orders given by MRO
RDO order said us to decide the case in district court
itself as the case was in pending.
(RDO order: may 2011)

Imp points of my case are:
1. mutation orders passed when ther was a stay order on sy no. xxx
2. the said survey no. xxx covers under non-agriculture use.

now my questions are:
1) what is the time limit to appeal JC..?(RDO orders given on may 2011)
2) how to get cancel the mutation orders given by MRO
3) i want to give a complaint on MRO to higher authorities as he was mis-leading the Law.
to whom i should giv complaint onn MRO .......?
4) plz guide me.....what to do now

You have not mentioned at what stage is the partition suit.

Bring it to the knowledge of the court the MRO effecting mutation and RDO order.

The revenue record can be amended after the suit is decided in your favour, but it is important to intimate to the court of the illegal order of MRO.
