Multi state co op bank laws

We were banking with a Cooperative Bank registered under Gujarat's Cooperative Societies Act, 1961. As the standard process we were member of the said cooperative society. 

 

Later this bank was merged with a Multi State Co-operative that was registered accordingly with central government under the Multi State Co-operative Societies Act, 2002

 

U/s 17 (4) of Gujarat Co-operative Societies Act, 1961, whenever co-operative banks are merged, members of the banks that are merged automatically become member of the new entity but this Multi State Bank is denying it claiming that its registered under the central act and not Gujarat's Act and hence its not mandatory to make us member.

 

I wish to know that is there any provision in the Multi State Cooperative Societies Act, 2002 which I can use to file legal suite to become member of the new entity and use the privileges.

File a case  with the Registrar and plead ,since there is conflict of law.

They cannot deny membership rights of the members of the merged society arbitrarily.
