Mumbai municipal notice : insecticide officer

We have our own house in Mumbai. During monsoon, one day suddenly we get a visit from someone calling himself an Insectiside officer. He checked the premises for presence of malaria. Many years back we had replaced our overhead cement tanks with HDPE ones. We also had 3 small HDPE tanks for storage of rain water. He told us we have no permission for using overhead HDPE tanks and we should also not store water in the other tanks. We told him that the water was not stagnant and stored only temporarily. Now he has sent us a notice that we should remove all tanks else action will be taken under some section 471. What is this? Are we wrong to use overhead HDPE tanks? What should we do now?
