Mutation of plot in unauthorised colony

A man had purchased a property in an unauthorised colony through Notarised Power of Attorney.

He has passed away, and there are three legal heirs, his wife, one son (adult) and a daughter (married). 

On mutual consent, they want to transfer the property in the name of the deceased wife. 

What all option they have? as the property is in unauthorised colony, and there is NO registered Will, and there cannot register the Relinquishment deed?

What all options do the have?

They can make a family settlement through which the son and the married daughtr can agree that the plot should go to their mother and in turn they are willing to accept small token amounts or even nothing.

Thanks Rajat for your reply.

I have heard about Relinquishment Deed, but since the property is unathorised, so  Registered agreement can NOT be done. Is there any other option, what about Succession Certificate?
