Name of the service provider in sale deed

Dear Sir/Ma'am,

One of my had purchased a 2BHK flat in a residential scheme. In sale deed, there is a clause that he will have to take services like internet connection, cable, telephone from a specific person only as well as he will have to pay Rs.55/Month for them as they are offering him services. Its clear that as a customer, my friend will have to pay bills for everything including cable, telephone, internet etc and above that he will have to pay Rs.55/Month to that service provider whose name is in the sale deed too.

Indirectly the builder had forced my friend to take all the services from that party only as well as forced him to pay Rs.55/Month extra for services which he don't know about.

There is no mention in the sale deed that what will he get for those Rs.55/Month as well as for how many months/years he will have to pay that amount.

Is this kind of activity legal? Should my friend take any action to get that party's name removed from the sale deed? Can my friend refuse to pay the money? Can they take any legal action against my friend for not agreeing the clause of sale deed?
