I am planning to purchase a resale flat in Chennai which is about five years old. The current owner has most of the necessary documents including the completion certificate issued by CMDA, except any occupancy certificate. And I am not able to find any thread or info related to occupancy certificate in CMDA website. Pls let me know whether it is legal to have possession of a flat without occupancy certificate in Chennai, or having the completion certificate issued CMDA alone will do the purpose.
