Need help in criminal case

During criminal offence in front of many people where neighbours [ 20 people ] are watching the incident can person A who is allegdly put into false ipc of 354 becuse person A is not ready to settelment in the police station as father of person A got seviour fracture.

Now is there is any law in india which help person A. To file complain in the police station where he can say that Y & Z neighbour are there in the fight who try to avoid the voilence. So that police can interrogate the person Y & Z so as to clear the picture which falsify the IPC 354.

Note charge sheet is filled.

if the witnesses are strong and tell every thing truly before police or court then no need to worry, the police may filed FR in favour of A.

Charge sheet is filed, then face the trail. There will be stage of defense evidence so you can lead your evidence and the wittnesses i.e., your neighbours.

But neighbours are not ready to come in court. What they say

1. it is between you and them.

2. you both are equivalent to us.

3. why some will call unnecessary trouble of court and police.

As Person A and lady who put false IPC 354 are neighbour, X & Z are neighbour of person A and lady.

Please, I want to know is there any law in india which say, if u saw any offence or if u are the witness of any offense then u must give your statement to police.
