Neighbour Harassing in passive aggressive

Couple of our neighbour harass us on daily basis but not directly, instead like talking between each other from each others door step shouting. They call names like dog, making purposeful noise only when any of my family members go out. Always looking at our house standing in their front yard. They decorate the house copying ours. They put water in front of our house in the name cleaning theirs. And they are both women.
