News paper ad and reward about po and counts as defamation??

A Person is declared as an Proclaimed Offender by the Court of Metropolitan Magistrate in Delhi in a case U/s 420, 406, 120-B, 34 IPC.

The Accused stays in Mumbai and the Complainant is unable to trace and get him arrested as the local police seem to be not interested in arresting him for the obvious reasons.

Can the Complainant put an advertisement in local news paper announcing a reward of sort for any information against the accused persons.

Will this be deemed as defamation U/s 499 IPC???

Kindly advise..

Dear Rahul

The complainant have no right to published any type of defamatory ad or remark, or reward against the accused, if the complainant do that, this is a defamation.
