Non-cooperation by co-owners

I am the Secretary of a registered committee of an Apartment in which myself also one of the owner.

We are trying to make some development works in our apartment and for that requested all the house owners to contribute equal equated amount.

Some of the House owners are not contributing their share of money and nor communicating the reason even after several requests.

Being elected members of a register committee can we take legal/law & order action against those house owners who are not contributing their share of money and not cooperating for develpment works.

If so how, please guide.

What are the development works are you proposing to initiate?

You may be the secretary but you have no powers to demand money for such activities on your own.

You should conduct an emergency meeting and get a resolution passed by two third majority for approving the proposed developmental activities and for collecting money for the expenses from all the members.

The secretary has no such powers to demand money from members on his own just because the association is a registered body.

The law is common for all.
