Non cooperation from public servant

Dear all,

I want to know that can I ask public servant(post master) to produce me certificate related to delivery of letter at a particular place, pursuant to which section can I ask him to cooperate with me and give me the certificate in relation to a letter delivered at addressed place but received by wrong addressee. On contacting him he refused to give the same

Kindly send a letter to the Postmaster, asking the details required by you, under the Right to Information 

Act, 2005. He is bound to give a reply within 30 days. Otherwise he will have to pay a penalty under the Act.
