A works contractor sends several letters to client, PWD regarding the delay and hindrances attribbutable to the client. client does not reply with in reasonable time or never replies. Can this situation be construed as an acceptance of the contents of the letter by the contractor

you should go through the terms of contract,that will guide you in this matter; If you have claims on this count then certainly go for Legal Notice for settlement and even for enforcing them through the Arbitration or court's jurisdiction as agreed in the agreement by the parties...
