Not getting exact information under rti act.

      I have asked to co-operative department in Pune about the affairs of one of the co-op bank in Pune.The bank was in crisis for 17 years for disbursing loans to willful defaulters.For this act  shareholders of the bank and especially staff of the bank suffered a heavy loss.When I asked  main primary information to the co-op department in pune .I was surprised  about the answer they have given.They wrote that they have no such information in their office. I asked them what action have you taken on the directors for disbursing fraudlent loans?. They said they did not take any action .I asked them whether they have audited the standing orders they said  they have not audited it.For not audiding such main things staff of the bank got retirement at the age of 55 instead of 58. I had made an appeal. But that would not do much, its my guesss. What action is necessory to force the co-operative department for not taking any action against that bank or its directors.May I meet the commissioner first or may I meet the state minister first.What to do.The co-op bank  is not covered under rti act, therefore i had to go to co-op dept. which is covered uner rti.But they are avoiding to give proper information.

I guess the only way to get concrete action would be to file a PIL with the co-op dept and the co-op bank as respondents.

                                Thanks to you for replying my query. But do not anderstand the meaning of  PIL.What is PIL?
