Notarised poa for registration of sale deed

In the year 2007, In the city of Bangalore, Karnataka, could a notarised general power of attorney be used to register a sale deed. The power of attorney was executed in the year 1996 in favour of a non blood relative. If yes, how does it comply with sections 32 and 33 of the Indian Registration Act 1908 where it clearly states that a Power of Attorney used for registration of a document is to be registered before the registrar / sub registrar in the area where the principal resides.?
