Nri brother refusing to give mother's will copy

Some Important points are:

1) We are three siblings of our parents-2 brothers(including myself) and 1 sister.

2) My parents are dead now.

3) My father had died earlier(in 1993) and his property-immovable(house) was sold and the money was divided into 4 parts(myself,my brother,my sister and my mother).

4) My mother died three years back in 2012,at that time she was  staying with my NRI brother abroad.

5) My brother says that the will of our dead mother was registered at a court in delhi, but he is refusing to give any copy or death certificate...

What legal steps could be taken to get the copy of the will(as claimed by my brother) from my brother who is settled abroad....

Any help would be appreciated...Thanks in advance.....

If the will is registered, it can be obtained from the sub registrar. Will won't be registered in the court
