On what basis tax payer's money is wasted on freebies

Could anyone help me here? I need to understand details on what basis the government is spending on freebies on our tax money. I am ready to spend time on studying and understanding the basic, but need some pointers from the right people in the initial stage.

Is there anyway Tax payer's raise this question legally?
