On line gambling and speculative activities are criminal. Contact State Chess Association, involve them and get prior permissions if any as their guidance is crucial in conducting such online tournaments for authenticity.

1. IF ANY activity involves Money in nature of gambling /speculation /betting /whatever .... for which state govt. licence is not taken, THEN such activities will invite criminal prosecution, resulting in FREE lodging & boarding for approx. 3 years.

The real test is whether such activity is likely to cause injury (in the legal sense) to anyone or inflict any harm to the society at large. If not, no permission is required unless there is a law to the contrary.
