Pagdi transfer refusal

My grandfather use to stay in Walkeshwar in a Pagdi system. It has been almost 10 years since he passed away now. The house is occasionally occupied by his 3 daughters. He doesn't have a son, the 3 daughters are his legal heirs. The landlord however keeps pushing the transfer topic. He doesn't commit to transfer, he keeps changing the topic when asked about any transfer details. We have approached him several times. Can you pls suggest what is the best way out, as we are mainting the house, paying electricity bills but the landlord is not willing to transfer.
