Parking charges for using water to wash vechicles outside

Sir,
     The Chairman of a Coop Hsg Soc resides in the opposite building 'B'. His two married sons with their families reside in the building 'A' where the father is the Chairman. His vehicles are parked in building B, while he uses water to wash all the vehicles from building A. 
     Is the Chairman violating the rules of the society by using the water from building A to B. Can the members object to this and pass a resolution that Chairman should pay the parking charges if he uses the water from the building to wash his vehicles. Please advise.
