Partion of property

Dear sirs,

 

My father in law expired without making any will.He has many proprties.All inherited. My wife has two brothers and her mother is also alive. Now two brothers are not creating problem and not willing to give my wife her share. My father in law expired in 1996. In the year 2002 we made a partition deed in Rs.20 stamp paper and all four signed the deed. But No witness. It is also not registered. After 3/4 years when we wanted to sell the property we understand that as the partion deed is not registered

all four has to sign the sale deed . Then the two brothers started telling that the partion deed is not valid as it is not registered. . Also they were not willing to give my wife her share of the property.

Now one one brother is not willing to make any partion. But one brother is willing to make a proper partiton. Now my wife, her mother  and one brother (three of the four) willing to make a proper partion.

Now how we have to procce further. I require your advice.
