is it necessarry to have 1B&pass book
to sell a land of 44 cents

It all depends on the purchaser's demand. Unless the seller is having the legally valid title in his name, the sale has to be treated as illegal and not bonafide. The seller should have a good title and his name should be incorporated as owner in the revenue records.
