Passport Act

Passport Act says that if a person has received summons even as a witness though he may not be an accused, passport will be denied to him. What about those who are facing heinous crime of murder, rape, extortion, dacoity and are holding even diplomatic passports. A large number of MPs fall in this category. In other words, there are two classes of citizens - those who receive the summons before issue of passport and those who face criminal charges but they were issued passports before registering the crime. What is this? How the former a serious threat to the security and integrity of India and the latter not?
